English Local Authorities Plan to Sell Off Social Clubs and Sports Centres to Balance Books

According to a new poll of municipal councils, UK councils are planning to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

A coalition of councils for major urban areas in England reported that six out of ten of local authorities are planning to sell assets to meet the rising costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and open spaces to shore up their finances, but they contend they must continue to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of councils seeking to generate funds from a quick sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and using savings to manage growing financial challenges.”

Specific Cases of Planned Sales

One local authority in Kent announced its property management strategy featured the disposal of a retail complex in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will additionally be disposed of under the plan.

Council Tax Rises and Broader Financial Pressures

This research of local authorities in the coalition, which covers several urban centers, also found that more than 70% of authorities will have to increase local levies next spring to cover the growing cost of essential services, higher levels of homelessness, and a longstanding housing shortage.

The authority said it will press ahead with property disposals after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and temporary accommodation.

“We are taking innovative approaches but some of these take time to deliver both better provisions and cost efficiency,” said Vince Maple.

He added: “There are population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

National Patterns and Forecasts

Research of county councils this week further found local finances being stretched by the growing number of young people and older individuals needing Send support.

The County Councils Network projected that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until next year after a policy document setting out those reforms has been postponed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the study.

“While only one key city is in the top 10 for disadvantaged communities countrywide, cities are much more prone to be in the most deprived fifth of England. The figures underscores the extent of challenges facing local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that accounts for and addresses the real levels of disadvantage and need,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have reduced or weakened social care provision in the last year, the survey found.
